Port Waste Tariffs & Discharge right

Under the current legislation all sea-going vessels are required to pay a fee for the collection and processing of ship-generated waste. Every vessel that moors in the Amsterdam Seaports must pay a fee, even if it is not going to discharge any waste. After paying the fee, the vessel is issued a 'discharge right'. The discharge right represents an amount that the vessel can use to discharge various ship-generated waste (see table).

Additional costs

  • Discharging waste that falls outside of the discharge right
  • Discharging other types of waste than indicated in the above-mentioned table
  • Extra costs are charged for household waste that is mixed with small hazardous waste  
  • Extra costs arising from mistakes or shortcomings caused by the vessels

Rules

  • The International Tonnage Certificate (1969) is used to determine the gross tonnage
  • The discharge right owed is based on the vessel's gross tonnage
  • For each call to port, a vessel will pay a single fee and in return will receive1x discharge right Annex I and 1x discharge right Annex V
  • The agent will order a maximum of 2 collectors for every call to the port (if the vessel moves within the port region and it has already discharged Annex I and/or Annex V, then it no longer has the right to discharge waste).
  • The waste collector is responsible for determining the correct amount of the discharge right on the invoice, and the agent must supervise that this is done correctly.

In the event of a disagreement, the Central Waste Registration Office will decide the amount payable.
